Fact Check: Katie Hobbs Claims
Katie Hobbs has lived the same struggles as everyday Arizonans and is working across the aisle to tackle the challenges politicians have ignored for decades. Most importantly, she is standing up for the state of Arizona, and she always puts Arizonans first.

Lowering Costs for Arizonans
- Tax cuts: Under Hobbs, Arizona enacted tax reductions in multiple areas, including a roughly $1.4 billion four-year tax-relief package adopted in the 2026 bipartisan budget.
- Tips and overtime: Arizona eliminated state income taxes on qualifying tips and overtime as part of its 2026 tax changes. These provisions were substantially connected to federal tax changes that Arizona incorporated into state law.
- Standard deduction: Arizona increased its standard income-tax deduction to $15,750 for single filers and $31,500 for married couples filing jointly.
- Senior deduction: The enacted tax package provides an additional $6,000 deduction for qualifying seniors age 65 and older.
- Child tax credit: Arizona expanded its child tax credit as part of the 2026 budget.
- Utility assistance: Hobbs launched Power AZ, backed by $15 million, to provide utility-bill assistance to approximately 30,000 additional Arizona families. This is more accurately described as utility assistance rather than a blanket reduction in utility rates.
- Housing: The Hobbs administration launched programs intended to reduce regulatory and infrastructure barriers to housing construction and lower housing costs.
- Medical debt: The Governor's Office reported that 670,963 Arizonans had received medical-debt relief as of August 2026, with more than $1 billion in medical debt erased.
- Prescription drugs: Hobbs launched AZRx through an executive order directing Arizona agencies to pursue a prescription-drug purchasing arrangement. The program is advertised as offering savings of up to 80 percent on some prescriptions. The phrase 'up to 80 percent' represents a maximum advertised savings and does not mean every prescription will receive an 80 percent discount.
Hobbs' Personal Background
- Working-class upbringing: Hobbs has described growing up in a working-class family in Tempe.
- Food assistance: Hobbs has publicly stated that her family sometimes relied on food stamps and assistance from their church during difficult periods.
- Working while attending school: Hobbs has said she worked at Burger King in Tempe and Pizza Hut in Flagstaff while attending school.
- Uber: Hobbs has publicly described driving for Uber for approximately three months in 2016 to help pay for Christmas presents for her children.
- Social work: Hobbs earned a master's degree in social work and worked as a social worker before entering elected office.
- Domestic violence services: Hobbs worked in the domestic-violence field and has described helping run one of the country's largest domestic-violence shelters.

Claims That Require Qualification
Some of the statements above are campaign characterizations rather than independently measurable facts.
- 'She has lived the same struggles as everyday Arizonans.' This is a characterization. Hobbs has documented personal experiences with financial hardship, but whether those experiences are the same as those of 'everyday Arizonans' is subjective.
- 'She always puts Arizonans first.' This is campaign language and cannot be independently verified as an objective fact.
- 'She has cut taxes each of the last four years.' This is a campaign characterization. Arizona did enact significant tax reductions during Hobbs' tenure, but the 2026 tax package incorporated several federal tax changes and followed earlier disagreements between Hobbs and Republican legislators over tax conformity.
- 'She cut utility costs.' The evidence supports utility-bill assistance through programs such as Power AZ. It does not establish that Hobbs broadly reduced electricity rates throughout Arizona.
- 'Eliminated the tax on rent.' This statement should be explained more specifically because it could be misunderstood as eliminating taxes associated with ordinary rent payments. The particular Arizona tax provision being referenced should be identified when making this claim.
ARIZONANS FIRST, UNLESS YOU HAVEN'T BEEN BORN YET
ABORTION LADY
Hobbs has been a strong supporter of abortion rights. During her administration:
- she signed the repeal of Arizona's territorial-era near-total abortion ban in 2024
- she supported Proposition 139, which ultimately placed abortion-right protections into the Arizona Constitution
- she has sought repeal of state reporting requirements concerning abortion
Her administration also opposed laws and policies that it viewed as unnecessary government interference with abortion access. For conservatives who oppose abortion, these are among Hobbs' most consequential policy actions. The abortion reporting dispute is especially illustrative: Hobbs called the required collection of abortion-related information “government surveillance,” while abortion opponents argued that the information provides useful public-health and accountability data.
Not very precise
The tax claims require more context. Arizona enacted substantial tax reductions during Hobbs' tenure, but describing every tax change as a tax cut personally created by Hobbs would leave out the role of the Legislature and, in several cases, federal tax legislation.
Similarly, describing Power AZ as a program that 'cut utility costs' is less precise than saying it provided additional utility-bill assistance to qualifying Arizona households.
